1M Mask ROM question

Hi,
I have a Ricoh RP231024 Mask ROM I would like to read and it seems that I might be able to use TC531000 to read it.
Is that correct?
Or is there another one should use?
Also it is 2 version of it TC531000 CE=H and TC531000 CE=L.
Could the TC531000 Mask ROM be factory programed for CE=H or CE=L?
