Dear Neil,
We have identified the root cause of the issue.
The problem was caused by a faulty power supply. After replacing the power supply, the programmer started working normally and the EC: E1 error disappeared.

As additional troubleshooting, I have already:
installed PG4UW v3.99 and then upgraded to the latest version
tested on both Windows 11 and Windows 10
tried different USB cables and USB ports

The programmer is detected by USB and appears in Device Manager as:
